Full Text: While there is much existing infrastructure to build on, the further development and extension of FAIR components is required. These tools and services should fulfil the needs of data producers and users, and be easy to adopt. Action 23.1: The development of FAIR-compliant components needs to involve research communities, technical experts and other stakeholders. They should be provided with a forum for the exchange of views. Action 23.2: Engagement of the necessary stakeholders and experts needs to be facilitated with appropriate funding, support, incentives and training. Action 23.3: FAIR components will need regular iteration cycles and evaluation processes to ensure that they are fit for purpose and meet community needs.
